  1. To promote and propagate the health of children (surgical and medical) in SAARC region.
  2. To have close interaction for exchanging scientific knowledge in the field of patient care, teaching and research.

Membership fee: Members of the Pediatric surgical associations of the respective countries would become the members of the FAPSS once their association makes a one time contribution of Rs. 1000/- (Indian Rupees) to the Federation.Each member association/country would be required to submit the updated list of its members to the FAPSS office from time to time.Individual members from countries where the association is not existing at present would become life member to the FAPSS by a token contribution of Rs. 1/- (Indian rupee).
Meeting venue:

  1. The FAPSS would encourage organization of the national pediatric surgical meetings in the SAARC countries to be held in association with FAPSS.
  2. The FAPSS meeting would be held every year, possibly by rotation among the countries having established association. The FAPSS will not have any separate annual meetings under its own banner.
  3. Requests to invite the FAPSS should reach the office of FAPSS by the end of December for the meeting in the succeeding year.
  4. FAPSS would invite the requests from the member organization desirous to host the FAPSS meeting with their annual conference. The request would be entertained through their respective executive bodies. No individual correspondence from the members of the associations would be entertained except from the countries where the associations do not exist.
  5. The FAPSS executive body would decide the venue of FAPSS participation in association with the annual conference.
  6. The decision of the FAPSS / EC would be final and binding.

Governing Body:

The FAPSS will have a constituent executive council to run all affairs of FAPSS. This will comprise of the following:

  1. Chairman - 1
  2. Secretary-General -1

  1. Council Members - 7
(at least one from each country, with the possibility of expansion to have wide representation as and when required).

The powers of the FAPSS will rest with the Constituent Executive Council. They would prepare the draft constitution of FAPPS, to be presented to the first General body meeting, in the year to be held in 2005.

All communications would be addressed to the secretary General. The period of the executive council would be 3 years from the date of its inception.

Resolution:

All the members participating in the meeting for the above purpose, resolved to nominate by consensus the members of the first executive council of FAPSS as follows;

The members resolved to get the FAPSS registered. The proceedings of this meeting would be communicated to all member associations.

Follow-up:

As the FAPSS was formed during the ongoing 30th Annual Conference of the Indian Association of Pediatrics surgeons, Jabalpur, India (October 28-31, 2004), the executive committee of the IAPS decided to communicate the formation of FAPSS to its members in a special session called for the purpose at 11.0 AM, on October 30th, 2004 rescheduling the scientific sessions of the IAPS conference.

This opportunity was planned to inform the visiting guests representing the world federation of association of pediatric surgeons (Dr. Prem Puri, Vice-President, Dr. Boix-Ochoa, Secretary-General of WOFAPS) and European Association of Pediatric Surgeons (Dr. Michael Hollwarth, President, EUPSA) of the new developments.

The President and the Secretary of IAPS communicated the news of the formation of FAPSS to the house, which was very warmly welcomed by the audience.

The Secretary-General of WOFAPS present was invited for seeking the blessing of WOFAPS on the formation of association. In his address, he admired the idea of formation of FAPSS and very much hoped its important role in improving the care of child health of the SAARC region.

The Secretary General of WOFAPS referring to the Kyoto Declaration aiming at improving the care of children around the globe, desired the FAPSS to become the member of WOFAPS as per its existing terms and conditions. This was very much welcomed by the members present. The Secretary-General as a goodwill gesture, offered to arrange the payment of the annual subscription fee for FAPSS. This was again very much appreciated by the House.
